U.S. State Dept rates Moldova investment climate as improving — 2025 report
The U.S. State Department published its 2025 Investment Climate Statement on Moldova in 2026. The report assesses Moldova's investment environment across categories including property rights, intellectual property protection, financial sector development, rule of law, and bilateral trade agreements. The overall assessment characterizes the investment climate as improving.
The report identifies three positive developments driving the improved assessment: completion of major banking sector reform following the 2014 bank fraud scandal; establishment of the Anti-Corruption Prosecutor's Office and its growing caseload; and the acceleration of EU accession negotiations, which the report characterizes as providing credible external pressure for continued reform implementation.
## Remaining concerns
The State Department report identified judicial independence and contract enforcement reliability as the primary remaining investor concerns. The report cited World Bank Doing Business historical rankings showing Moldova's enforcement of contracts taking an average of 515 days, above the EU average of 395 days. The report also noted that while the Anti-Corruption Prosecutor's Office has begun prosecutions, most cases involve lower-level officials and major financial crime cases remain unresolved.
