Ukraine meets 11 of 14 EU accession benchmarks — EBA quarterly assessment
Ukraine has met 11 of 14 reform benchmarks required for the opening of the next cluster of EU accession negotiation chapters, according to the European Business Association's April 2026 Reform Monitor. The EBA publishes a quarterly assessment tracking Ukraine's progress against the conditions set by the European Commission in June 2022 and updated in October 2023.
The three unmet conditions relate to: (1) full operationalization of the National Anti-Corruption Court's case backlog reduction targets, which remain 18% below the Commission's threshold; (2) completion of judicial integrity vetting for the High Council of Justice; and (3) full legislative implementation of the oligarch register law, which passed first reading but has not been signed into force.
## Progress on met conditions
Among the 11 met conditions, the EBA noted particular progress on public procurement transparency (ProZorro reform verified), media ownership disclosure (Broadcasting Council amendments adopted), and anti-money laundering framework alignment with FATF recommendations. Ukraine was removed from FATF's enhanced monitoring list in February 2026.
The EU's Ukraine accession framework operates on a merit-based timeline. Commission officials have publicly indicated that Ukraine could open three additional negotiation clusters in the second half of 2026 if the three remaining conditions are addressed. Opening a cluster does not mean closing it — each cluster requires comprehensive alignment with the EU acquis before it can be provisionally closed.
